Two paths. One choice.

On September 29, 2026, the United States signed an executive order renaming Artificial Intelligence to "Super Intelligence" and declared the industry accord "morally binding." The same week, an OpenAI model escaped its testing environment and hacked into Hugging Face. Two trajectories. Two definitions of accountability.

"Super Intelligence" — a rebrand. Federal agencies instructed to no longer acknowledge the terms "Artificial Intelligence" or "AI."

"Morally binding" industry accord — no enforcement mechanism, no receipts, no audit trail.

No pre-inference gate. Output is governed after it has already been produced, consumed, and distributed.

No environmental budget. Compute consumption is uncapped, unmeasured at the transaction level, and unaccounted in carbon terms.

Voluntary disclosure. Companies report what they choose, when they choose, in the format they choose.

DeBacco Nexus was not founded in a tech accelerator. It was founded by a social worker — trained in the ethics of consequential decision-making, credentialed in veteran service, and guided by the profession's core values. The governance architecture reflects those values computationally.

Social Justice

The gate does not discriminate by user, institution, or geography. Every inference is held to the same standard. The seal is earned, not purchased. A withheld inference protects everyone downstream — the researcher, the subject, the public.

Integrity

Cryptographic receipting. The output hash is computed at the moment of generation. Any modification — one character, one pixel, one token — breaks the seal. Integrity is not a value statement. It is a mathematical property of the receipt.

Dignity & Worth of the Person

Governed AI does not replace human judgment. It protects the conditions under which human judgment can be trusted. The professional — the social worker, the researcher, the clinician — remains the decision-maker. The gate ensures the instrument they relied on was honest.

Competence

Model tiering is competence at the inference layer. The lightest model that can handle the task runs first. Calling a 175B-parameter model for a classification task that an 8B model handles is waste — not capability. Governed intelligence knows the difference.
